Sus funciones se orientan a Investigar, analizar el contexto y tendencias de la realidad nacional e internacional, en funci\u00f3n de las prioridades nacionales de desarrollo. Analiza informaci\u00f3n demogr\u00e1fica, estad\u00edstica, geogr\u00e1fica y econ\u00f3mica nacional relacionada con el desarrollo humano sostenible. Genera plantea y desarrolla lineamientos, instrumentos y metodolog\u00edas para aplicar los enfoques de la planificaci\u00f3n, pol\u00edtica, gesti\u00f3n de riesgo, equidad y cambio clim\u00e1tico de los macroprocesos, Identifica y determina la situaci\u00f3n de la poblaci\u00f3n en condiciones de vulnerabilidad y riesgo planteando la atenci\u00f3n adecuada. Desarrolla estudios retrospectivos, prospectivos de situaci\u00f3n y tendencia determinando retos emergentes y potenciales. Analiza estrat\u00e9gicamente la implementaci\u00f3n, de las prioridades nacionales de desarrollo y genera informes sobre ello. Elabora el Marco Program\u00e1tico de Pa\u00eds que orienta los programas y proyectos estrat\u00e9gicos, la cooperaci\u00f3n y otras fuentes de financiamiento; as\u00ed mismo genera informes, notas t\u00e9cnicas y publicaciones sobre la dimensi\u00f3n social, econ\u00f3mica y ambiental del desarrollo, y estima los costos de la cartera de proyectos estrat\u00e9gicos que permitan implementar
