fusion-text-1\" style=\"text-align:justify;\"><p><strong>Guatemala, 21 de octubre de 2025.<\/strong> Profesionales de la Secretar\u00eda de Planificaci\u00f3n y Programaci\u00f3n de la Presidencia (SEGEPLAN), relacionados con el territorio, participaron en una pasant\u00eda en Santiago de Chile, con el objetivo de conocer experiencias y buenas pr\u00e1cticas en materia de cooperaci\u00f3n descentralizada y Sur-Sur, con el fin de adaptar metodolog\u00edas exitosas al contexto guatemalteco y fortalecer la articulaci\u00f3n territorial.<\/p>\n<p>La cooperaci\u00f3n descentralizada es la que se realiza a nivel internacional por gobiernos regionales y locales, a diferencia de la cooperaci\u00f3n tradicional que suele ser centralizada en los gobiernos nacionales.<\/p>\n<p>La experiencia se dio en el marco del proyecto de Cooperaci\u00f3n Triangular <em>\u201cMecanismos para aprovechar y agilizar la Cooperaci\u00f3n para el Desarrollo, particularmente la Sur-Sur y la descentralizada\u201d<\/em>, coordinada con la Agencia Chilena de Cooperaci\u00f3n Internacional para el Desarrollo (AGCID) y financiada por la Agencia Espa\u00f1ola de Cooperaci\u00f3n Internacional 1024px\" \/><p id=\"caption-attachment-14024\" class=\"wp-caption-text\">El equipo de SEGEPLAN estuvo conformado por representantes de distintas direcciones de la Secretar\u00eda.<\/p><\/div>\n<p>El grupo que viaj\u00f3 a Chile estuvo conformado por especialistas en Cooperaci\u00f3n para el Desarrollo, Seguimiento y Evaluaci\u00f3n y el delegado de Huehuetenango. Su participaci\u00f3n resalta la importancia de vincular a los territorios en la gesti\u00f3n de la cooperaci\u00f3n internacional, garantizando que los aprendizajes obtenidos se traduzcan en beneficios directos para el desarrollo local en los departamentos del pa\u00eds.<\/p>\n<p>Durante la pasant\u00eda, adem\u00e1s de conocer las buenas pr\u00e1cticas, metodolog\u00edas y normativa de cooperaci\u00f3n descentralizada implementadas por AGCID, la delegaci\u00f3n de SEGEPLAN, se reuni\u00f3 con el Gobierno Regional Metropolitano de Santiago (GORE), y conoci\u00f3 la experiencia chilena en cooperaci\u00f3n internacional y descentralizada, destacando el papel de los gobiernos regionales como referentes en articulaci\u00f3n territorial.<\/p>\n<p>Adem\u00e1s, la misi\u00f3n guatemalteca visit\u00f3 el municipio de Isla de Maipo, donde el alcalde Juan Pablo Olave C\u00e1mbara les dio la bienvenida oficial junto al representante de AGCID. En la jornada, las unidades municipales de Turismo, Fomento y la Secretar\u00eda de Planificaci\u00f3n Comunal (SECPLA) presentaron sus experiencias de cooperaci\u00f3n internacional, con \u00e9nfasis en proyectos conjuntos entre Isla de Maipo (Chile) y Maip\u00fa (Mendoza, Argentina). Este espacio de intercambio permiti\u00f3 dialogar sobre aprendizajes y explorar oportunidades de colaboraci\u00f3n.<\/p>\n<div id=\"attachment_14025\" style=\"width: 924px\" class=\"wp-caption \/><p id=\"caption-attachment-14025\" class=\"wp-caption-text\">El proyecto estuvo coordinado por AGCID y AECID.<\/p><\/div>\n<p>Con este ejercicio, SEGEPLAN busca ampliar los espacios de articulaci\u00f3n internacional y consolidar un modelo de cooperaci\u00f3n m\u00e1s inclusivo y cercano a los territorios, contribuyendo al fortalecimiento de la cooperaci\u00f3n descentralizada y al impulso de la internacionalizaci\u00f3n de los municipios en beneficio del desarrollo local.<\/p>\n<p>En Guatemala, compete a la SEGEPLAN formular las pol\u00edticas y programas de cooperaci\u00f3n internacional; as\u00ed como priorizar, gestionar, negociar, administrar y contratar la cooperaci\u00f3n financiera no reembolsable otorgada por organismos internacionales y gobiernos extranjeros para la realizaci\u00f3n de proyectos de inter\u00e9s com\u00fan, adem\u00e1s de coordinar su implementaci\u00f3n.<\/p>\n<p>En ese sentido, los espacios de fortalecimiento e intercambio de experiencias resultan fundamentales, ya que permiten mejorar la calidad de las funciones sustantivas de la Secretar\u00eda y optimizar los servicios que presta en materia de cooperaci\u00f3n internacional para el
