Como parte del \u201cForo de los pa\u00edses de Am\u00e9rica Latina y el Caribe sobre Desarrollo Sostenible 2023 Sexta Reuni\u00f3n\u201d que se lleva en Santiago de Chile auspiciada por la Comisi\u00f3n Econ\u00f3mica para Am\u00e9rica Latina y el Caribe (CEPAL), Guatemala organiz\u00f3 el evento paralelo: \u201cImportancia del Plan de Desarrollo Municipal y Ordenamiento Territorial (PDM-OT) en los informes locales como principio al cumplimiento de los Objetivos de Desarrollo Sostenible (ODS) y las Prioridades Nacionales de Desarrollo (PND).<\/p>\n<p>El objetivo del evento, organizado por la Secretar\u00eda de Planificaci\u00f3n y Programaci\u00f3n de la Presidencia (SEGEPLAN) y la participaci\u00f3n del Centro para la Acci\u00f3n de la Responsabilidad Social Empresarial en Guatemala (CentraRSE) fue dar a conocer la importancia de la implementaci\u00f3n de un plan de desarrollo local para la territorializaci\u00f3n, implementaci\u00f3n y seguimiento ODS a partir de la experiencia de nuestro pa\u00eds.<\/p>\n<p>Guatemala inform\u00f3 que cuenta con 323 procesos PDM-OT ya finalizados, de los cuales 319 han tenido el acompa\u00f1amiento metodol\u00f3gico de SEGEPLAN, y 297 han sido aprobados.<\/p>\n<p>Los PDM-OT son la base para la formulaci\u00f3n de los planes estrat\u00e9gicos institucionales, planes operativos multianuales, anuales y la programaci\u00f3n presupuestaria que permite la ejecuci\u00f3n de intervenciones tales como la generaci\u00f3n de proyectos y servicios para la poblaci\u00f3n los cuales contribuir\u00e1n al alcance de las metas y Prioridades Nacionales de Desarrollo.<\/p>\n<p>SEGEPLAN expuso que, en la actualidad, Guatemala prepara el primer Informe Local Voluntario, proceso que representa un paso importante para el cumplimiento de los ODS y las PND En los territorios, lo cual se ha logrado por medio de la implementaci\u00f3n de los PDM-OT a nivel nacional.<\/p>\n<p>Como antecedente, en 2014 Guatemala formula el Plan Nacional de Desarrollo K\u00b4atun 2032 y en 2015, adopta la Agenda 2030, lo cual llev\u00f3 a un ejercicio de armonizaci\u00f3n de metas que permiti\u00f3 establecer las 10 Prioridades Nacionales de Desarrollo y sus 16 Metas Estrat\u00e9gicas de Desarrollo.<\/p>\n<p>La prioridad 10 hace referencia al Ordenamiento Territorial y se definen 2 metas:<\/p>\n<p>\u2713 MED 15) El 100 por ciento de los municipios cuenta con planes de ordenamiento territorial integral que se implementan satisfactoriamente y,<\/p>\n<p>\u2713 MED 16) En 2032, los gobiernos municipales alcanzan una mayor capacidad de gesti\u00f3n para atender las necesidades y demandas de la ciudadan\u00eda<\/p>\n<p>Como entidad encargada de dar acompa\u00f1amiento a las entidades p\u00fablicas, SEGEPLAN da asesor\u00eda t\u00e9cnica a los procesos de planificaci\u00f3n como lo mandata la Constituci\u00f3n Pol\u00edtica de la Rep\u00fablica de Guatemala en su art\u00edculo 134 que indica que el \u00f3rgano de planificaci\u00f3n debe \u201cmantener estrecha coordinaci\u00f3n con los gobiernos locales\u201d.<\/p>\n<p>Adem\u00e1s, da cumplimiento a los art\u00edculos 97 y 254 de las corporaciones municipales que refieren a la obligatoriedad de propiciar el desarrollo social, econ\u00f3mico, tecnol\u00f3gico y el ordenamiento territorial de su jurisdicci\u00f3n.<\/p>\n<p>La Sexta Reuni\u00f3n del Foro de los Pa\u00edses de Am\u00e9rica Latina y el Caribe sobre el Desarrollo Sostenible se lleva a cabo en Santiago de Chile, del 25 al 28 de abril de
